Overview of Iowa’s Medical Cannabis Program

Iowa’s medical cannabis program, established under Iowa Code chapter 124E, allows only non-smokable cannabis products like oils, tinctures, capsules, topicals, and vaporizable products. The state strictly limits licenses to:

  • Two Manufacturer Licenses: For cultivation, processing, packaging, and transporting medical cannabis products.
  • Five Dispensary Licenses: For selling medical cannabis products to registered patients in designated locations (Sioux City, Windsor Heights, Waterloo, Iowa City, and Council Bluffs).

Currently, adult use cannabis remains illegal, and home cultivation is prohibited. All licenses have been issued in the state, however Senate File 399 (formerly Senate File 46), approved February 2025, proposes increasing dispensary licenses from five to ten, potentially opening new opportunities.

Key Update: On February 20, 2025, the Senate Commerce Committee approved SF 399, which  will allow five more medical cannabis dispensaries to open in Iowa. Applications may open in late 2025 or 2026. Stay prepared!

Are Cannabis License Applications Open in Iowa?

As of June 3, 2025, no applications are being accepted for medical cannabis licenses in Iowa. The state has issued all available licenses (two manufacturers, five dispensaries). However, an application period could potentially open in late 2025 or 2026, due to the Committee’s approval of bill Senate File 399.

  • Process:

    • Licenses awarded to top applicants (five awarded in 2018).

  • Limited Market: Iowa’s program serves only 17,623 patients (0.5% of the population as of June 2023), limiting revenue potential.
  • High Costs: Application fees, background checks, and compliance costs (security, testing, labeling) are significant.
  • Regulatory Compliance: Strict adherence to THC limits (4.5 grams per patient per 90 days) and non-smokable product rules is mandatory.
  • No Recreational Market: Iowa prohibits recreational cannabis, unlike neighboring states like Illinois and Minnesota.
