Types of Medical Cannabis Licenses in Alabama

Alabama’s medical cannabis program supports a range of business roles, from cultivation to testing. Below are the six license types available:

  • Cultivator License: Grow cannabis and sell to processors, or dispensaries if contracted. Up to 12 licenses available. 
    • Annual fee: $40,000.
  • Processor License: Convert cannabis into medical products for dispensaries. Up to 4 licenses. 
    • Annual fee: $40,000.
  • Dispensary License: Sell medical cannabis to patients/caregivers, with up to 3 sites per license. Up to 4 licenses. 
    • Annual fee: $37,500.
  • Integrated Facility License: Handle cultivation, processing, transport, and dispensing (up to 5 sites). Up to 5 licenses. 
    • Annual fee: $50,000.
  • Secure Transporter License: Transport cannabis between facilities. Unlimited licenses. 
    • Annual fee: $30,000.
  • State Testing Laboratory License: Test cannabis products for quality. Unlimited licenses. 
    • Annual fee: $30,000.

Key Application Details

Each license requires a $2,500 non-refundable application fee and compliance with strict regulations, including:

  • Zoning Compliance: Facilities must meet local zoning laws.
  • Background Checks: Required for owners, directors, and shareholders.
  • Minority Ownership: 20–25% of licenses reserved for businesses 51%+ owned by African American, Native American, Asian, or Hispanic individuals.
  • Residency: Majority owners must have 15 years of Alabama residency.
  • Experience: Cultivators and integrated facilities need 15 years of horticulture/agronomic experience.
  • Financials: Proof of $2,000,000 in liability/casualty insurance and sufficient capital.

Current Status and Key Dates

As of May 26, 2025, the AMCC is not accepting new applications. The initial application window closed on December 31, 2022, with 94 applications received. Key dates from the first round include:

  • September 1–October 17, 2022: Application form request period.
  • October 31–December 30, 2022: Application submission window.
  • June 12, 2023: Initial license awards (later rescinded due to scoring issues).
  • December 12, 2023: Integrated facility licenses awarded to five companies.
  • March 7, 2025: Alabama Court of Civil Appeals vacated a July 2024 restraining order, potentially advancing the program.

Ongoing litigation has delayed dispensary and integrated facility licenses, with sales expected to start by late 2025. A second application round for cultivators, transporters, and testing labs is planned, but no timeline is confirmed.
