Georgia offers limited opportunities for cannabis business licenses under strict regulations for low-THC (0.5% or less) medical cannabis and hemp (0.3% or less THC). Managed by the Georgia Access to Medical Cannabis Commission (GMCC) and the Georgia Department of Agriculture (GDA), the state’s cannabis industry focuses on medical low-THC oil and hemp cultivation. Medical Cannabis Licenses in Georgia

Georgia’s medical cannabis program, established under the Hope Act (2019), regulates licenses for producing and dispensing low-THC oil. Adult-use cannabis remains illegal, limiting opportunities to medical use only.

Class 1 and Class 2 Production Licenses

  • Status: Closed. The application period for Class 1 (100,000 sq ft canopy) and Class 2 (50,000 sq ft canopy) production licenses closed on January 27, 2021.
  • Licenses Awarded:
    • Class 1: Two licenses awarded to Trulieve and Botanical Sciences (September 2022).
    • Class 2: Four provisional licenses awarded to Fine Fettle GA, TheraTrue, Nature’s GA, and Treevana Wellness (November 2023).
  • Application Outlook: No new rounds are open. Monitor the GMCC website for updates on future opportunities, as legislative changes (e.g., HB 1425, SB 609) may reopen applications.
  • Requirements:
    • Class 1: $25,000 application fee, $200,000 initial fee, $100,000 renewal fee, $2M cash reserves, $1.5M bond.
    • Class 2: $5,000 application fee, $100,000 initial fee, $50,000 renewal fee, $1.25M cash reserves, $625,000 bond.
    • Business plans, security measures, SOPs, and background checks required.

Dispensing Licenses

  • Status: Open. Applications are accepted on an ongoing basis as of April 2024 for production licensees and independent pharmacies only.
  • Eligibility:
    • Class 1 and Class 2 production licensees: Up to 5 licenses each initially, with additional licenses as the patient registry grows (e.g., 25,000 patients, then every 10,000).
    • Independent pharmacies licensed by the Georgia Board of Pharmacy: No numerical cap.
  • Application Process:
    • Download forms (revised April 10, 2024) from GMCC.
    • Submit to: GMCC, 7 Martin Luther King Jr. Drive, Suite 146, Atlanta, GA 30334.
    • Include site plans, security measures, SOPs, permits, and fees.
  • Fees:
    • Application: $5,000.
    • License (by county tier): $15,000 (Tier 1) to $30,000 (Tier 4).
    • Renewal: $25,000 (Tier 1) to $40,000 (Tier 4).

Current Status: 14 dispensaries operational as of May 2025, with applications ongoing due to patient registry growth (over 27,000 patients).

Are Cannabis License Applications Open in Arizona?

ADHS is not currently accepting new applications for Marijuana Establishment Licenses or non-profit dispensary certificates. Arizona’s 143-169 licenses are fully allocated, with the last window in December 2022. New windows may open if ADHS increases the license cap or revokes non-compliant licenses.
