What Types of Hemp Licenses Are Available in South Carolina?

SCDA issues the following license types under its Hemp Farming Program:

  • Hemp Farming Permit
    For individuals or businesses cultivating hemp (≤ 0.3% THC). Must be a South Carolina resident.
  • Hemp Processor Permit
    Required to legally process harvested hemp into oils, extracts, or other hemp-derived products.
  • Hemp Handler Permit
    For entities that store, transport, or handle hemp without cultivating or processing it.
  • Permitted Labs & Brokers
    SCDA also approves laboratories for compliance testing and brokers for market facilitation.

These permits are governed by SCDA and must comply with detailed regulatory requirements.

Key Regulatory Dates for Hemp in South Carolina

  • May 2017: SC passed legislation authorizing a limited hemp pilot program (S.355).
  • 2019: South Carolina transitioned to a full state-run Hemp Program under the 2018 Farm Bill.
  • 2025: The 2025 application window for Hemp Farming Permits ran from January 1 to February 28. Other permit types (Processor/Handler) may be available year-round.
