Tennessee CANNABIS BUSINESS LICENSE
Tennessee offers robust opportunities for cannabis business licenses under its hemp and hemp-derived cannabinoid (HDC) programs, regulated by the Tennessee Department of Agriculture (TDA). As of July 29, 2025, medical and recreational marijuana remain illegal, limiting licenses to hemp (≤0.3% delta-9 THC) and HDC products (e.g., CBD, delta-8). Starting January 2026, the Tennessee Alcoholic Beverage Commission (TABC) will oversee HDC licenses. Below, we outline the current status of Tennessee cannabis license applications for hemp and HDC businesses.
Tennessee’s hemp program, established under the 2014 Farm Bill and state law, regulates licenses for hemp cultivation, propagation, brokering, and HDC manufacturing and retail. Medical and recreational marijuana licenses are not available due to legal restrictions.
Note: The Tennessee Medical Cannabis Commission (TMCC) is studying medical cannabis legalization, but no marijuana license applications are accepted.
