  • The CCB announces application periods with a 45-day notice. Application periods typically open for 10 business days.

2. Meet Eligibility Requirements

  • Age: Applicants must be 21 or older.
  • Background Checks: No excluded felony convictions (e.g., violent or drug-related felonies within 10 years). Exemptions may be petitioned.
  • Financials: Prove $250,000 in liquid assets in a U.S. bank.
  • Residency: Nevada prioritizes state residents, but non-residents can apply.

3. Prepare Documentation

Compile the following for a competitive application:

  • Business Plan: Include mission, market analysis, operations, and financial projections.
  • Financial Proof: Bank statements or CPA letters showing $250,000 in liquid assets.
  • Property Details: Proof of ownership or notarized landlord permission, compliant with zoning (1,000 ft from schools, 300 ft from community facilities).
  • Security Plan: Outline measures to prevent theft and ensure compliance.
  • Operational SOPs: Detail staffing, Metrc tracking, and compliance procedures.
  • Agent Cards: All personnel need a Cannabis Establishment Agent Card ($150 initial/renewal).

4. Secure Local Approvals

  • Zoning: Obtain approval from local authorities 
  • Local License: Some jurisdictions require a local business license post-CCB approval.

5. Submit Application

  • Apply online via the CCB’s online application portal during the open window.
  • Pay a $5,000 non-refundable application fee per license type. Additional fees:
    • Medical Cultivation: $3,000 (initial), $1,000 (renewal)
    • Medical Production: $3,000 (initial), $1,000 (renewal)
  • Upload all required materials, ensuring completeness to avoid rejection.

Key Considerations for 2025

  • Limited Licenses: Only two license applications (cultivation, production) were accepted in White Pine County during the last application window, with no new future licensing rounds announced as of July 2025.
  • Competitive Process: High application volume requires a polished submission.
  • Alternative Entry: Consider purchasing an existing, transferable license (requires CCB approval).
