Rhode Island Cannabis License Application Guide: Opportunities & Process

Rhode Island has officially moved into the application phase for new adult-use licenses. This is a major opportunity for prospective operators, especially social equity and worker-owned applicants.

Current Licensing Status

Adult-Use Retail Licenses

  • Rhode Island is now accepting online applications for 24 new adult-use retail licenses.
  • Applications will be accepted through the end of December 2025.
  • Licenses will be spread across six geographic zones, with a maximum of four per zone, determined via lottery.
  • Each zone will issue:
    • 1 General Retail License
    • 1 Social Equity License (6 total reserved)
    • 1 Worker-Owned Cooperative License (6 total reserved)
    • 1 available to any applicant or via hybrid conversion

  • Fees: $7,500 application fee and $30,000 annual licensing fee. Application fee waived for social equity applicants in their first year.
  • Social equity eligibility includes individuals and communities disproportionately impacted by cannabis prohibition in Providence, Central Falls, Pawtucket, Woonsocket, and Newport.

Types of Cannabis Licenses in Rhode Island

Adult-use cannabis sales are currently limited to the state’s seven hybrid medical dispensaries, which reported $118M in sales last year and about $80M in 2025 through August.

Medical Marijuana Licenses

  • Rhode Island continues to license medical marijuana cultivators, compassion centers, and processors through RIDOH and CCC.

Hybrid Authorizations

  • Existing medical dispensaries may apply for Hybrid Retailer Authorization to sell both medical and adult-use cannabis.

Application Process Overview

Step 1: Choose License Type & Confirm Eligibility

Review CCC or RIDOH requirements and determine eligibility, including for Social Equity or Worker-Owned status.

Step 2: Prepare Application Materials

Submit a business plan, operating and security procedures, site plan, and ownership/financial disclosures.

Step 3: Submit Application via State Licensing Portal

Visit cannabislicensing.ri.gov, pay the application fee, and complete background checks for key individuals.

Step 4: Review, Scoring & Selection

Applications may undergo merit review and a lottery. Final approval requires zoning compliance and inspections., followed by a lottery for license allocation.

Social Equity & Local Control

  • Social Equity Licenses are reserved for individuals from communities disproportionately impacted by cannabis prohibition.
  • Municipal Zoning Approval is required; cities/towns can prohibit or limit cannabis activity.
