Current Status of Cannabis License Applications in Vermont

The availability of cannabis business licenses in Vermont varies by license type. Here’s a detailed breakdown to help you navigate the application landscape:

Closed Application Windows

  • Retail Licenses: Applications for new retail licenses are paused as of November 15, 2024, due to market saturation concerns, particularly in cities like Burlington. The CCB has not announced a reopening date, so stay tuned for updates.
  • Tier 2 Cultivation Licenses (≤2,500 sq. ft.): Also paused since November 15, 2024, with no specified reopening date.
  • All Cultivation Licenses (Tiers 1–5, indoor, outdoor, mixed): The application window closed as of January 31, 2025, following a temporary reopening for Tiers 1 and 2 from January 2 to January 31, 2025. No new applications are being accepted until further notice from the CCB.

Open Application Windows

  • Manufacturing Licenses: Applications for all tiers (producing cannabis products like edibles, concentrates, and tinctures) are open with no announced closure date. This is an excellent opportunity for businesses focusing on product innovation.
  • Wholesale Licenses: Applications for distributing cannabis products to retail establishments are open with no specified closure date.
  • Propagation Cultivator Licenses: Applications for cultivating vegetative cannabis (seeds and clones) have been open since July 1, 2024, with no announced closure date. This license supports both adult-use and medical cannabis supply chains.
  • Testing Laboratory Licenses: Applications for testing cannabis products for quality and compliance are open with no specified closure date.
  • Integrated Licenses: Available only to Vermont’s five existing medical cannabis dispensaries, applications remain open for these licensees to operate cultivation, manufacturing, wholesale, and retail under one license. New applicants cannot apply for this license type.

Medical Cannabis Dispensary Licenses

  • New Medical Dispensary Licenses: Currently not open. The CCB will open a new application window when Vermont reaches 7,000 registered medical marijuana patients (over 4,000 as of 2022). No specific timeline for 2025 has been confirmed, so monitor CCB updates for announcements.

Key Requirements for Applying

To apply for a cannabis business license in Vermont, you must meet the CCB’s regulatory requirements. Here’s what you need to know:

  • Pre-Qualification Application: Required for new applicants without an existing Vermont cannabis license (effective since December 1, 2023). Submit through the CCB’s online portal with:
    • Proof of business registration with the Vermont Secretary of State.
    • A detailed operating plan (security, waste management, quality control).
    • Financial documentation and proof of capital.
    • Background checks for all principals (owners, operators, investors with ≥10% interest).
    • A $1,000 non-refundable application fee (waived for social equity applicants).
  • Municipal Opt-In: Retail licenses (including those with medical endorsements for tax-free patient sales) require municipal approval. Over 70 municipalities, including Burlington and Middlebury, have opted in as of 2022.
  • No Application Cap: For open license types, there’s no limit on the number of applications, but approvals depend on compliance, merit, and local zoning requirements.
  • Processing Time: Expect several weeks to months for review, including background checks and compliance inspections.

Why Enter Vermont’s Cannabis Market?

Vermont’s cannabis industry is growing, with 618 active licenses as of June 25, 2025, including 73 retail dispensaries and 317 cultivators. The state’s focus on social equity (fee waivers for eligible applicants) and expanded medical cannabis access (e.g., tax-free sales via H.612, effective June 10, 2024) makes it an attractive market for diverse business models.

How to Apply for a Vermont Cannabis License

  1. Choose Your License Type: Select from cultivation, manufacturing, wholesale, retail (when open), or testing laboratory, based on your business goals.
  2. Complete Pre-Qualification: Submit your pre-qualification application via the CCB’s online portal. Allow 2–4 weeks for approval.
  3. Submit Full Application: Include a detailed business plan, site control evidence, security plan, and employee training details. Pay the relevant application and licensing fees (e.g., $10,000 annual fee for retail, $100,000 for Integrated Licenses).
  4. Await Review and Inspection: The CCB will conduct compliance inspections and background checks.
  5. Launch Your Business: Upon approval, pay the annual licensing fee and comply with ongoing regulations, including seed-to-sale tracking and patient-focused rules for medical endorsements.

What You Need to Apply

These are the top items to prepare when you apply for a cannabis business license application:

Decide what type of cannabis business license you would like to pursue.

Review the list of cannabis business license types available in your state, to determine what might be the best fit for you and your business goals.

1
Assemble Your Team

Different states require certain team structures on your state license application. Regardless of the state requirements, there are a number of considerations to structuring your team, including state residency, ownership restrictions, past cannabis experience, and more.

2
Secure a Property

Prior to obtaining a license you will need to secure property that is zoned correctly and able to support the needs of a cannabis business. This can, at times, be the most challenging part of the process.

3
Obtain Local Approval For Your Cannabis Business

Our team has worked with countless municipalities to assist our clients in obtaining compliant properties in correctly zoned areas, so we know how challenging this can be. You may be required to present to your mayor, city council, zoning board, and variance board. If you do not secure municipal cannabis business license approval, you will not be able to win a state cannabis business license.

4
Win a License and Keep Your Cannabis Business Compliant

Application requirements vary between Standard Operating Procedures (SOPs) and narrative forms surrounding the expectations you have for your business. Either way, these need to be compliant with all state, local, and federal regulations. Ensuring that you are compliant is one of the most important steps in the application process. Beyond the application, once operational, your SOPs will be the heartbeat of your organization and your ability to keep your license.
