The Minnesota cannabis industry is governed by extremely strict rules and regulations. Medical cannabis legislation was signed into law on May 29, 2014, but progress has been slow in the state. While there are few dispensaries, the state has made a concerted effort to boost patient enrollment, add qualifying medical conditions, and increase the offered delivery methods.
On August 1, 2023, however, Minnesota became the 23rd state in the U.S. to legalize adult-use cannabis. Though program rules and regulations have yet to be finalized, the state hopes to launch adult-use sales in early 2025. And the State is hopeful to have a draft of the program’s regulations completed in late 2024.

- July 10, 2024, 11:59 PM: Social Equity Applicant Verification closed.
- July 24, 2024: Social Equity Pre-Approval application round (for lottery) opened for those who qualified for the State’s Social Equity Program.
- August 12, 2024, 11:59 PM: Social Equity Pre-Approval application round (for lottery) closes.

Social Equity and Ownership Requirements
To qualify for a social equity license, the applicant must own at least 65% of the business. The OCM has set strict guidelines to ensure fair participation and prevent monopolies. A True Party of Interest (TPI) cannot be affiliated with more than one application per license type, with specific exceptions.
